[OEP] Units and measures note (action item from last telecon)

At the last SWBP telecon, I mentioned that I would contact Elisa Kendall 
of Sandpiper software about her work on modeling units and measures in 
owl and to see if she would be willing to take the lead on a note on the 
topic for the OEP task force.
Elisa has said that she would be willing to take the lead on such a note 
(and also notes that both Evan Wallace and I have agreed to help her 
with it).
