My recommendation is that if people want to do that in the future, do it
under existing tags.  Clients can easily detect that a font has SVG, but no
glyf or CFF, and act accordingly.  New font signatures take much longer to
be deployed, whereas many tools that open fonts are oblivious to the
outline data inside.
