GitHub repository for the SVG 2 spec is live

The GitHub repository for the SVG 2 repository is now up and running.
Pushing changes to it will automatically update
http://svgwg.org/svg2-draft/ and send an email out to
public-svg-wg@w3.org.

That means if you want to push changes to the spec, you now need a
GitHub account!  Once you have an account, please email chris@w3.org
with your account name so that he can grant your write access.

That also means no more changes should be pushed to the Mercurial
repository (either the svg2 or svg2-tools repo).  For now we’ll elave
the svg2-tests repo as is.

I’ll update the wiki pages soon on how to work with the GitHub repo, but
hopefully it should be self-explanatory.
