IE, Chrome, Safari and Opera all accept a negative arc radius in path data and convert it into a positive value, consistent with the "Out-of-range parameters" section in implnote.html, but inconsistent with the grammar in paths.html.  We should amend the grammar to allow negative radius values to be used directly in path data and rely on the out-of-range parameter processing.
