input for SVG2 requirements from tracker issues

I went through the open issues on the SVG2 product in tracker and 
collected those which were enhancement requests in this wiki page:

Some of these may be small enough not to worry about being considered as 
"features" for our requirements document, but I thought I would add all 
that didn't just look like simple bugs.
