XML 1.1, 2nd Ed. - XHTML + MathML + SVG Normative Reference?

I notice in the normative references section the reference:

Will this referenced document go to REC prior to moving this PR to REC? If
not, then perhaps it should be changed to an informative reference, since it
would be bad form to publish a REC with a normative reference to a W3C WD.
