Stroking of zero length paths

For the “stroking subpaths of zero length” erratum,

I think we should be saying that this applies for a zero length subpath
however it was created, not just ones created with 'z', 'L' and 'l'.
For example, 'M10,10 h 0' and 'M10,10 c0,0 0,0 0,0' should also cause
the stroke to be painted if stroke-linecap isn’t butt.

If you let me know if this change is OK I will make it.
