Defining SVG Document Fragment conformance for a DOM subtree

There is currently a gap in HTML 5’s definition of text/html document
conformance when it includes SVG content.  While HTML defines
conformance in terms of the DOM, SVG does so in terms of markup.  We
could add some wording in the Conformance appendix to define whether a
given DOM subtree is conforming.
