Copyright notice for the SVG Test Suite

Hi Rigo,

Currently the SVG Working Group is revamping its test suite. We have updated the 
tests template to include the following text inline for each tests:

We have some questions regarding this:
  - Is the above text sufficient to have at the top, in each test file?

  - Or, do we need to add a link to the "Licenses for W3C Test Suites" 
[http://www.w3.org/Consortium/Legal/2008/04-testsuite-copyright.html] page 
and/or include some extra licence text within each test file?

  - Or, is it ok to have an additional external text file at in the test suite 
directory that contains the licence or at least a link to the licence? In this 
case the file would be included every time we make a release of the test suite.
