ISSUE-2279 (animateTransform matrix-decomposition): animateTransform with matrix-decomposed like CSS [SVG Core 2.0]

http://www.w3.org/Graphics/SVG/WG/track/issues/2279

Raised by: Anthony Grasso
On product: SVG Core 2.0

The current animateTransform behaviour in SVG Tiny 1.2 [1][2] is different to that of the proposed behaviour in CSS 3D Transforms [3]. One possible solution would to add a new transform value 'list to the 'type' attribute to align behaviour. The new value could be the default behaviour if the type is no specified.
