ISSUE-2277 (eRR useful?): Is externalResourceRequired useful? [SVG Core 2.0]

http://www.w3.org/Graphics/SVG/WG/track/issues/2277

Raised by: Chris Lilley
On product: SVG Core 2.0

Its not clear whether eRR is a) useful enough b) adequately specified. Need to re-evaluate for SVG 2.0.

This erratum was moved back to draft
http://dev.w3.org/SVG/profiles/1.1F2/errata/REC-SVG11-20030114-errata.html#container-element-rewording

after discussion at the June 2009 SVG meeting
http://www.w3.org/2009/06/08-svg-minutes.html#item02

question is, does eRR disable rendering always, or only if there are in fact external resources? How does that interact with progressive download and rendering?
