Requiring units-per-em="" on <font-face>

Various attributes on <font-face> say:

  If this attribute is provided, the units-per-em attribute must also be
  specified.
  
however the description for units-per-em="" says:

  If the attribute is not specified, the effect is as if a value of
  ‘1000’ were specified.

Why require it to be specified if you can rely on the default value of
1000?
