1.1 erratum for <a> content model

We have an erratum for 1.1 to describe the content model of the <a>
element:

I notice though that the DTD does not allow text child elements (e.g.
<tspan> as children of <a>.

Did we decide to ditch the DTD altogether for 1.1 Second Edition, and go
with RelaxNG completely?  If not, then I will update the erratum to
correct the DTD too.
