Closing ACTION-2143

Hi, SVG WG-

I've closed ACTION-2143, "Add the suggestion to report unsupported
values in the error console", with the following change in Unsupported
content [1] and similar wording in Error Processing [2]:

When unsupported content is encountered, an SVG user agent which
provides access to an error console should report the incidence of
unsupported content, the location where it was encountered, and other
appropriate messages that may help the author, to the error console.
