animate-elem-60-t.svg and animate-elem-62-t.svg using wallclock

Hello WG,

The 1.1 tests 'animate-elem-60-t.svg' and 'animate-elem-62-t.svg' , brought over to 1.2, use wallclock. Since wallclock is not supported in Tiny, we should remove these subtests, or change the description as to the expected result.
