As noted in #717, the `<discard>` has a strong tie to the `timelinebegin`, and while there could be non-overlapping use case, it seem worth to consider removal of `timelinebegin` from the specification at the same time as `<discard>`. AFAIK, there are no implementations of this attribute in current UAs. Maybe if the "streaming" use cases gain traction again something like it could be reintroduced.
