Perhaps it should say something like "if the user agent supports an IDL attribute of the same name on an interface that the element implements".

The following paragraph:

> The contents of event attributes are always interpreted as ECMAScript, as if processed with the media type 'application/ecmascript'. [rfc2046][rfc4329]

can be removed, as it's implied by "following the same requirements as for event handler content attributes [HTML]".
