The wording could definitely be clarified. As you say, it mostly comes down to "when you need a URL in a presentation attribute, it uses the CSS `url()` format". The main relevance in this chapter is that both types of URLs are covered by the rest of the section. I agree that it is confusing to use the CSS type notation `<url>` without spelling out what that means (without following the link).
