[svgwg] Add an event for zoom level changes

It seems like `zoomAndPan` is going to be removed, according to [#56](56).

I am wondering if a script event for zoom level changes could be an alternative. AFAIK, there's no way of getting notifications when the current zoom level changes. If developers are allowed to listen to zoom level changes, they can programatically do detail control.
