Re: [svgwg] Since vector-effect options other than non-scaling-stroke already have multiple implementations, is the "at risk" flag valid?

The SVG Working Group just discussed `vector-effects at-risk status`, and agreed to the following:

* `RESOLVED: Remove "at-risk" flag for vector-effects in SVG 2.`
