I guess this attempts to reflect the workings of the "foreign content mode" [1] in the HTML parser. `<title>`, `<desc>` and `<foreignObject>` are all "HTML integration point"s [2] so get special treatment. It's quite possible there's some old discussions around this, but I think it boils down to a certain amount of "reluctance" to modify the HTML parser algorithm.
