[svgwg] Issue: Simplify <image> element content model marked as DoC_accepted

nikosandronikos has just labeled an issue for
https://github.com/w3c/svgwg as "DoC_accepted":

== Simplify <image> element content model ==
I'm not sure what is the purpose of allowing the following elements as
 children of `<image>`: `<image>`, `<use>`, `<iframe>`, `<video>`,
`<audio>`, `<foreignObject>`.

Are they supposed to be shown as a fallback content when the image
fails to load? If yes, then this behavior should be documented,
otherwise I would remove them from the content model.

See https://github.com/w3c/svgwg/issues/150
