Mibbit IRC

Hi, Folks-

I saw that the Libre Graphics meeting Web site had an IRC client to the
#lgm chatroom, and thought that would be good for PlanetSVG as well.  I
threw together a quick on, mostly borrowing from LGM's.  Here's a test:

It lets folks who don't normally use IRC jump in to ask a quick
question, and it also has a pastebin.  We should also log #svg on our site.

Thoughts?
