Re: SVG Navigation Proposal

I finally had a chance to carefully review Richard's navigation proposal
(in the wiki).

I started writing out some general brainstorming questions and issues
(based on our discussions on the calls among other things).  I ended up
with a fairly comprehensive alternative proposal.

Main differences from Rich's proposal:

   - Instead of talking specifically about drill-down navigation through a
   hierarchy, I include this as one type of structured graph relationship that
   you might want to navigate.

   - For directional navigation, I focus on horizontal and vertical as
   distinct scales or axes that can be mapped to semantic meaning separate
   from the visual layout.
