If you wait long enough with focus on the right place, it may go ahead and read the description too, but I haven’t tested this yet.

Conceptually, the functions are different: DESC is supposed to be more detailed, whereas TITLE is the short name that one would use for navigational purposes or while exploring the content to obtain an overview. In many cases, TITLE alone should be sufficient. To me, DESC implies that you’re providing the details that a casual reader can safely ignore.
