Updated Charter to Reflect Telecon: Last Call for changes

Everyone,

    In lieu of the last telecon [1], please inspect, proof-read, etc.
the latest version of the charter [2]:

    Unless there are strong and reasonable objections, I will submit
this charter to the W3C Team on Monday March 9th.

    If you have any edits, make directly to wiki.

    Notice that only W3C members are initiating members. Sorry :(
Invited Expert status should available to all in the Group.

   However, if you belong to a W3C member organization, please ask your
AC representative to sponsor you and the Social Web charter.
