ACTION 173 - discuss URI scheme reviewers with IBM JMS spec. contacts

I asked a colleague who worked with Sun on the original SOAP/JMS spec.
about potential URI scheme reviewers and the person he dealt with was Mark
Hapner.  My colleague is no longer in touch with Mark, and according to
LinkedIn [1] Mark has left Sun / Oracle, but his LinkedIn contact settings
include "expertise requests", so he may consider reviewing the URI scheme.
