ACTION-87: Axis2 plans regarding SOAP/JMS binding spec

To complete this action item, I contacted one of our Axis2 committers here 
within IBM and found out that there are no plans in the Axis2 community at 
this time to implement the SOAP/JMS binding spec.   There is currently 
support in Axis2 for a SOAP/JMS binding, but it is not compliant with the 
binding spec.
