transition request draft for today's meeting

I used SMLIF Status as a base; SML and SMLIF Status were vastly different, 
for reasons I don't understand at this point.
I then compared it to a current PR in situ, and found some changes I 
suspect we would benefit from (those are visible in this draft using 
Word's HTML rendering of Track Changes, which is actually pretty close to 
native doc presentation).
