new copy of impl reports here

The only net change is that most of the yellow CVS messages are gone. 
COSMOS integrated everything except the brand new test cases (our 144-152) 
yesterday...the rest likely next week.  This is the copy I will use for 
the PR call w/ the Director unless we find some problem.  No XLSX changes 
at all, so that is not in here.
