agenda request: action 137 and bug 6056

On yesterday's call we transferred action 137 from Pratul to me; this  
was
an action to raise a bug report against XSD in connection with the
propagation of identity constraints across substitution groups.

I've now raised the issue with the XML Schema WG in the form of bug 6056

The SML WG now needs to decide whether to endorse the issue in the form
in which I raised it, endorse it with some caveats or amendments, or
not to endorse it at all.
