Bullet 3 under the Localization of natural-language messages is unclear in
regard to where the locid attribute can be defined. 

The section in discussion :
'Elements in instance documents where containing element has textual content,
whenever allowed by schema.'

The intention was to define the locid attribute as being used on elements that
can have textual content.
