Section 8.1.3 sml:nilref is non-normative but contains the statement "This
attribute MUST NOT be used on an element unless it also has sml:ref="true"
specified."  Section 4.1.2, which is normative, does not make any such
statement.

Proposal: 

1. Remove sentence from 8.1.3
2. Do NOT add this statement to 4.1.2
