[Bug 5387] Reference Scheme definition

Section 4.3 of SML seems to have dropped (or replaced ?) the condition that the
scheme definition must make a statement about whether the scheme can be used in
SML-IF to reference document.  However, the SML URI scheme definition still
retains the statement corresponding to this condition
