Summary: Allow target* constraints on complex types
           Product: SML
           Version: FPWD
          Platform: PC
        OS/Version: All
            Status: NEW
          Severity: normal
          Priority: P2
         Component: Core
        AssignedTo: cmsmcq@w3.org
        ReportedBy: virginia.smith@hp.com
         QAContact: public-sml@w3.org

Currently, the acyclic constraint is allowed only on complexTypes and target*
constraints are allowed only on element declarations. This is inconsistent. We
should consider being more consistent in locating these constraints or, at a
minimum, we must have a reasonable story for why this inconsistency is
necessary.
