Two changes applied 

In section 7. Localization of Natural Language Messages

Replaced :'Elements in instance documents where containing element has textual
content, whenever allowed by schema.'

With : 'Elements in instance documents with textual content.'


In section 9.1.7 sml:locid 

Replaced: 'This attribute can be defined on the sch:assert, sch:report and on
any element with a textual content, whenever the schema allows that.'

With: 'This attribute can be defined on the sch:assert, sch:report and on any
element with a textual content.'
