CVS directories for test cases

Pursuant to action 208 (http://www.w3.org/2005/06/tracker/sml/actions/208), I've created a directory structure in CVS to hold our test cases as described in Kumar's test plan document (see http://lists.w3.org/Archives/Public/public-sml/2008Oct/0007.html).

The precise directory structure is rooted at dev.w3.org:/sources/public/2007/xml/sml/tests (also http://dev.w3.org/cvsweb/2007/xml/sml/tests/) and is laid out as follows:

  tests/
    documentation/
    optional-features/
    required-features/

The test plan doc itself is stored in tests/documentation/ sml-interop-test-plan.doc (or http://dev.w3.org/cvsweb/2007/xml/sml/tests/documentation/sml-interop-test-plan.doc). Further changes to the test plan should be made via CVS.
