[w3c sml][minutes][ver 3] 2007-08-28 to 2007-08-30 SML F2F

While researching something I discovered a couple of things wrong with 
version 2 of the minutes, at 
http://lists.w3.org/Archives/Public/public-sml/2007Sep/0087.html , which 
are fixed here (I hope)
1.  8/28 AM minutes where encoded UCS2-LE not ANSI, so they will not 
display correctly in Firefox (because, as Bassam debugged on the 7/26 
minutes a week or so ago, the W3C server apparently always tells the 
browser it is UTF-8, and some browsers e.g. Firefox use that server 
assertion preferentially over the instance's content)
2. 0087.html text said it was a full replace (5 files) but only 2 show up 
on the archived page.  Not sure why, pursuing offline with MSM, and 
providing all 5 files here (again, I hope the archive shows this...they 
are in the source email).
