RE: Accessing latest editors drafts - CORRECTION

The link was too long and got split into 2 lines.

I was seeing the same strange characters if I just click on the links. But 
when I copy the entire URL and paste it into my browser, they show up OK 
(as quote marks). The trick is probably the UTF-8 charset.

This raises another interesting question. Do we really need the 
nice-looking quotes (“”), or would the normal ones (") do? (The 
nice-looking ones don't show up as nice-looking in my browser, firefox or 
IE. I can only see the difference if I copy/paste them into some other 
editor.)

I am seeing the characters '―' appear in these drafts. I'm not sure is 
they were created in some other encoding. I'm guessing someone has seen 
this problem before. Any ideas?

Both the latest copies of the spec drafts and the colored diff versions
