I believe the wording regarding conformance vs. interoperability in the
attachment in comment 24 is now acceptable (though are we sure we like
"minimally" conforming?)

I would also add the discussion of the proposed <referenceScheme> Header
element (its XSDL type (QName vs. URI / single value vs. list) and the
semantics of multiple occurences of the element) to 5306, or maybe it should be
a separate issue.
