4. Content of the sml:uri element MUST be valid with respect to the xs:anyURI
type and its normalized value MUST satisfy the following syntax. 

... syntax unchanged ...

If the content of the sml:uri element is not valid with respect to the
xs:anyURI type or its normalized value does not satisfy the above syntax then
the scheme instance is in error.
