Github URL fix in Silver Requirements document

Good morning all,

I was taking a look at the draft Requirements for Silver page (
https://w3c.github.io/silver/requirements/), and found the link to GitHub
led to a 404 page (https://github.com/w3c/silver/requirements/).
That link should instead be:
https://github.com/w3c/silver/tree/master/requirements.
