As far as I can see, the goal is to make the best possible use of these existing ontologies / metadata standards. So it is not about re-inventing the wheel, but about putting the fragmentary solutions that have been created in a multitude of separate projects together. Some of it might be re-used directly, some of it might need to be modified a bit, and some might need to be added from scratch.
This is also discussed in one of the discussion threads [1] on their Google group.
