I can never seem to access the irc.w3.org site either from my
chatzilla client or from my web browser. I tried to register for a
public account at w3.org, and this is the response I got from Jules
Clement-Ripoche. It's impractical for me to use the teleconference
using phone or smartboard facility in my office (that won't be
allowed).

Please advise.

Few day ago we received a request [1] from you in order to get a W3C
public account.
In fact your account is still 'pending' for a simple reason, the
explanation you gave in your mail was right but won't actually help you
reach our channels on IRC. You can already join this channel without an
account. The IRC chan you maybe looking for is #BioRDF.

An account on W3C mean that you want to imply in one of our working
group, like HCLS(?) - I'm not even sure this WG already exist.
