This issue was extensively discussed at our recent [F2F][0] (see the relevant [Day 1][1] and [Day 2][2] minutes), and the outcome was an agreement to continue with rechartering the [Second Screen Community Group][3]. I gave TAG a status update too via w3ctag/spec-reviews#61. I'll close this issue now. Any follow-ups should be discussed in the [Second Screen CG Charter issues][4].
