Work on spatial web roadmap

Hi all,

I've done some work on the spatial data on the web roadmap [1] I'd like you to look at.

As you may remember the roadmap lists a myriad of standards that have to do with publishing and using spatial data on the web. It's meant as a concise list, contains 3 main categories (Capture, Write and Publish), and within those categories groups the standards based on their maturity (well-deployed, in progress, exploratory, discontinued).

Notably, there is also a group I now dubbed "Features not considered Web friendly". Some OGC standards, which we might want to use on the web, but are for some reason not suitable for that, are in that group. We (Jeremy and me) have had some discussion with OGC architecture board about these as recorded in issue #1079 [2].

SDWIG Action 1
I need your review on the wording of the criteria we use to categorize a standard as not Web friendly. I worked on them, rephrasing them in a positive way and stating more explicitly what we mean by web architecture.

The criteria are in the work document "Non webby ogc standards" [3]. In this document, I now added a scorecard to all the OGC standards that are currently in this list. Applying the scorecard to the standards might help us refine the criteria and structure the discussion with the OGC architecture board.

SDWIG Action 2
I need one or more volunteers to fill the scorecards. I don't have the in-depth knowledge to do this for all standards listed; my expertise is mostly in semantic models and data formats, but not in web service standards. I know their names and what they are for, but not how they work in detail.

How I want this to go is that volunteer(s) fill in one or more of the scorecards and add some text to the rationale explaining why they score the standard that way.
The others then review the scoring and initiate discussion if they disagree (in a new github issue).

Alternatively, scoring and discussion can take place on the mailing list of course.

Minor changes to the roadmap:
- Changes as discussed in last f2f (I know, a while ago!). Most notably, the Transform category was removed and standards in that category moved to others.
- The hand-drawn icon for Capture category replaced by icon used in other roadmaps. Other 2 icons are being created.
- Maintenance e.g. one standard had changed status, another had gained features which are now added to its description.
- In the 'write spatial data' section of the road map, headings were added to distinguish more between semantic & syntactic standards.
- Now referring to Mapbox Vector Tiles instead of the T-13 Vector Tiles ER.
