OWL-Time: Standard temporal durations = temporal units of measure

ISSUE-124

I've re-opened this issue as I realized that the standard temporal durations (year, month, week etc) are the same as the standard temporal units.
We already have these in the ontology as :unitYear, :unitMonth, :unitWeek etc, individuals from the class :TemporalUnit.

I've proposed rationalizing all this by just making :TemporalUnit a sub-class of :TemporalDuration, and elaborating the definitions of :unitYear etc to match.

And I've returned :Year to 'deprecated' as I really don't see what is to be gained by having a specialization of DurationDescription for years.
