Re: final version of coverage docs - advice on process?

EO-QB is complete as we don't expect to do any more work on it and have
addressed all outstanding issues.

Its scope is an example of how to represent coverages with the datacube.
It does not introduce any new vocabulary. It does make use of new
vocabulary introduced by QB4ST.
It makes use of several other vocabularies like SSN to show how data can be
made linky.
Finally, it argues that for using a hybrid representation where
squares/images get their own linked data URIs but individual pixels do not.
