Thanks Payam. I will revisit Step 5. 

Regarding Step 9, not sure who first suggested this and what they had in mind, but SAR coverage data is usually from satellites and can be used for land cover (eg flood extent?) and for ground elevation measurement. (I'm not an expert, others could maybe provide more detail). 

I think it is already available from the ESA Sentinel satellites for example. 

So not sure which aspects you thought were most far fetched about the idea of Step 9?

It would for sure involve more work than some of the other steps
