Definition and Explanation of WG Deliverables

Hi WG,
I was in discussion with one of my senior colleagues and he was slightly confused (and now so am I) regarding the WG Deliverables [0].
It would seem to me that two are standards-based documents e.g. Use Cases and Requirements, and Spatial Data on the Web Best Practices.
There are then two technology/markup related items e.g. OWL Time Ontology, and Semantic Sensor Network Ontology.
Finally, the Coverage in Linked Data seems to be bolted on to the end with no real obvious relevance within the purpose of a WG deliverable.
I am new to the Group so please excuse my lack of context. Can someone please provide some?
